Introducing Project Dependencies API

We have added support for project-to-project dependencies in API v4. Project dependencies require the ProjectDatesEdit right on both endpoint projects.

New endpoints

Get project dependencies
Create project dependency

Existing endpoints enhanced

Get Dependencies By ID - now also returns project dependencies
Modify dependency - now also accepts project dependency IDs
Delete dependency - now also accepts project dependency IDs
